Mexico, January 9, 1913. I IMMEDIATELY, on receipt of your telegram of the 9th November last, addressed enquiries, in accordance with your instructions, to the Mexican Government as to the amount of opium imported into this country, their estimated annual require- ments thereof, and whether they were prepared to take steps to prevent its importation in accordance with the convention of 1912,
A few days previously, in compliance with a despatch I had received from the Governor of Hong Kong, I had addressed to them another note suggesting an arrangement by which it might be possible to check the import of opium, and making enquiries on other points.
I have repeatedly brought the matter to the attention of the Mexican Government, but have only succeeded, at last, in eliciting from them the figures for the import of opium for the last five years, which are enclosed herewith. I have renewed my request for replies to the points raised by His Majesty's Government and the Government of Hong Kong, begging for an early reply.
